ISS-USA Staff Biographies

Julie Gilbert Rosicky: Executive Director comes to ISS-USA with a passion for advocating for children and for working across and between cultures. Julie's early career focused on youth and families as a child/family therapist at the Oregon Social Learning Center, Eugene, OR and at the Oneida Indian Nation, Oneida, NY. She implemented Tri-County Court Appointed Special Advocates Program, Utica, NY and later went on to become Executive Director of Peacemaker Program, Inc., a nonprofit agency that offers child advocacy, mediation and youth leadership services in central New York. Her interest in understanding conflict brought her to the Mohawk Valley Resource Center for Refugees, Inc. (MVRCR) as the Director of Multicultural Services. At MVRCR she developed a cultural competence training program, implemented contracts for medical interpretation/translation and immigration/citizenship programs, and provided leadership to the refugee employment training and placement program. During her first year in Maryland she administered a three million dollar cooperative agreement between the Maryland Crime Victims' Resource Center, Inc. (MCVRC) and the U.S. Department of Justice Office for Victims of Crime (OVC); soliciting, selecting and building the capacity of 28 sites across the United States to provide services to underserved victims of crime in high crime urban areas. Julie received a Bachelor of Arts in Psychology, Cum Laude from the University of Colorado, Boulder, CO and a Masters of Science in Developmental Psychology from the University of Oregon, Eugene, OR.

Susan A. Oslund: LCSW-C, has Twenty-five years of experience as a Social Worker in a variety of settings including social services, psychiatric hospital, mental health out-patient clinic, and special education-Level V school. She has provided a variety of treatment modalities including the following: individual, play, group, and family therapies. She possesses expert knowledge of case management involving social services, legal and family issues. She has served as expert witness in child custody cases. At ISS-USA she supervises the staff of international case managers and field instructor for Social Work interns. Susan holds a B.A. from the University of Maryland at College Park, and a M.S.W. from the University of Maryland at Baltimore. She has also pursued advanced studies in Child Guidance Clinic and Family Therapy. Susan is a member of the Board of Governors at Rodgers Forge Association External Affairs Committee.

Stephney Allen: Director of Operations. Prior to joining ISS-USA, she was administrative secretary for the National Association of Social Workers Maryland Chapter and Senior Administrative Assistant for Justice Resources, Inc. Stephney designed databases, set up mail merges, designed spreadsheets, streamlined payroll processing and accounting, organized physical and electronic file retrieval, supervised, evaluated and trained staff. She has over 25 years experience in computer science, office administration, management, accounting and time management in profit and non-profit social services settings. During her tenure at Justice Resources, Inc. a non-profit youth Advocacy program in Baltimore City, she was involved in all levels of operation with direct contact with all. At ISS-USA she is charged with overseeing all aspects of office operations including finance, human resources, contract management, employee benefits, to name a few of her many responsibilities.

Felicity Sackville Northcott: Director of The Arthur C. Helton Institute for the Study of the International Social Service comes to ISS-USA after 20 years at Johns Hopkins University. Felicity received her M.A. and Ph.D. in Anthropology from Johns Hopkins University in 1996. Her dissertation, "Acting in a Manner not Usual for LawAbiding Citizens: Constructing Homeless in Baltimore", was based on 26 months of field research with homeless men in Baltimore City. After receiving her degree she was hired as the Associate Director of the Institute for Global Studies in Culture, Power, and History at Johns Hopkins University. Felicity also held a Senior Lectureship in The Department of Anthropology. In 2002 she was awarded the Alumni Association Excellence in Teaching Award. In 2005 Felicity was hired as the Liaison to the Dean for Programs and Centers at Johns Hopkins. She held this position for two years before coming to ISS-USA.

Mi Chang: holds a MSW from the University of Maryland in Baltimore, and BA in German Language and Literature from the Sung-Shin Women’s University, Seoul, Korea. She speaks Korean and English. Ms. Chang has done social work in several capacities: as a volunteer in Korea, Panama and the USA; as an intern at ISS-USA; and as a professional International Case Manager at ISS-USA. She was a member of the Intervarsity Christian Fellowship in Macomb, IL, Vice-President of the Student Council in the Department of German Language and Literature, Seoul, Korea and editor of this Department’s newspaper.

Juana Bodden: Ms. Bodden holds a Masters of Science Degree in Administration from Metropolitan College of New York, and a Bachelor of Arts Degree in Public Administration from John Jay College of Criminal Justice of the City University of New York. She worked nine years with the New York City Department of Health and Mental Hygiene and has experience in all facets of sexually transmitted disease and public health issues. Additionally, she works effectively with people from diverse cultural backgrounds and is fluent in Spanish and English. Juana is an International Case Manager with ISS-USA.

L. Salome S. Sullivan:  Ms. Sullivan has over 10 years of experience in social work and case management from both the United States and Paraguay. She relocated to Baltimore in early 2007, to serve as an Intercountry Case Manager.  As of October 2008,  she is the Repatriation Program Training Manager providing training, technical assistance and support to the 50 + Repatriation State Coordinators across the U.S.  Salome previously served as a team supervisor for the Latino Family Outreach program at Family Resources in Pittsburgh, PA, as a trainer/educator with the Paraguayan Ministry of Education, and as a school social worker in a Catholic high school in her home Country of Paraguay. Salome is fluent in English, Spanish and Guarani and proficient in Portuguese.   She studied at the National University in Asuncion, Paraguay and is pursing further education in social work at the University of Maryland Baltimore County (UMBC). During the last seven years, Salome accompanied her husband to El Salvador, Honduras, Zimbabwe and Costa Rica where he was engaged in humanitarian work and she worked extensively in each country, volunteering for diverse causes centered on women’s and children’s issues.

 Amanda Williams:  Database Assistant for ISS-USA, joined ISS-USA in October of 2006. Having only lived in Baltimore for 12 years, she enjoys helping others and providing all the services she can to accommodate people needs. Before becoming a part of ISS-USA, she worked with the public dealing with high demands of customer service, merchandising and hospitality. She assisted those in finding whatever they needed and ensured making their experience most comfortable and enjoying. Upon joining the team she assisted many members of the staff in making the Convention on the Rights of the Child Summit, held in Washington, DC, most successful. Amanda hopes to pursue a career in human services as she looks forward in continuing to work for ISS-USA. Hopefully, working for ISS-USA will help build her character stronger and challenge her intellectually.

Bernice Armstrong-Whittington: Repatriation Assistant, retired from the state of Maryland (Md. Dept. of the Environment) after 32 years of service in July 2005. Her last position was as an administrative Specialist in the Waste Management Administration where she processed invoices, purchased vehicles, handled repairs on vehicles, handled a fleet of 89 cars and trucks, and did inventory. After retirement, she went to work with the senior program (National Caucus and Center on Black Aged) as a Job Developer interviewing people for positions and finding them jobs. She remained there from Oct. 2005 thru Sept. 2006 until the office relocated to the main office in Washington DC. She then went to work for Family and Children Services where she was placed with the International Social Service – USA Branch.

Boh Hatter: Marketing and Communications Consultant:  with more than 25 years as a professional communicator, Hatter brings a wide range of experiences to his work at ISS. As a corporate officer in charge of Corporate Communications, Hatter directed the advertising, promotion and publications for USF&G, a Fortune 500 insurance company based in Baltimore. More recently, he has provided marketing strategy and creative development for organizations such as American Red Cross, MBNA, Bon Secours Baltimore, CareFirst BlueCross Blue Shield, Sylvan Learning Centers, Maryland Special Olympics and others. A native Baltimorean, Hatter was awarded B.S. and M.A. degrees from Towson University. He has been recognized for creative excellence as a recipient of a Clio, Gold Quill, ANDY, and numerous regional and national ADDYs.

Wendy Jeffries: Program Manager, The Arthur C. Helton Institute for the Study of International Social Service. Mrs. Jeffries has over 10 years of experience working on initiatives related to children’s education and mental health. Before coming to ISS-USA, Wendy was the Program Director for the Turning the Corner Achievement Program at a charter school in Baltimore City. She brings research, analysis, and advocacy skills from her work at the American Institute for Research. Wendy has a Masters of Public Policy from Georgetown University, with a focus in social/family/education policy.

Yomaira Rodriguez: Intercountry Case Manager. Yomaira holds a Masters of Social Work from the Interamerican University of Puerto Rico. She has worked in a number of areas in social work including child and family sexual abuse victims programs, the Puerto Rico Department of Justice and as an investigator of child abuse allegations. Prior to joining ISS-USA Yomaira worked as a Resident Services Coordinator for the Magic Johnson Community Empowerment Center in Bladensburg, Maryland. Yomaira is bilingual in Spanish and English.
