    The Arthur C. Helton Institute for the Study of International Social Service:

    The Mission of the Arthur C. Helton Institute is to develop an intellectual center to provide training and technical assistance to a wide variety of individuals and government and non-government agencies on issues the affect children separated from the care of their families across interantional borders. In addition, the Institute undertakes quantitative and qualitative research on many of these same issues.
